Fannie Mae Multifamily Data Standardization

 

Data access and governance is essential to digital transformation. As part of our work to build a best-in-class digital platform, Fannie Mae will begin requiring structured data supplements for certain third-party reports effective September 30, 2020.

These standards were developed with the cooperation of DUS® Lenders and industry participants. Structured data from these reports will enable more efficient reviews and seamless data delivery.

The Multifamily Selling and Servicing Guide will be updated shortly to require the delivery of standardized data sets as supplements for the following report types:

  • Property Condition Assessment (including the Form 4099.E-Property Condition Report Templates);
  • Environmental Site Assessment (Phase I and, if applicable, Phase II);
  • Zoning Report (if applicable); and
  • Seismic Risk Assessment

Action Items

Lenders should continue to work with their third-party report providers to promote understanding of the requirements and prepare to adopt and deliver structured data accordingly.

In the fall of 2019, Fannie Mae released the Multifamily Mortgage Business Lender Letter 19-09 highlighting the new standard data set requirements, scope of impacted reports, actions required, and effective date. Fannie Mae also announced information sessions for DUS Lenders which were conducted in 2019. Fannie Mae and DUS Lenders co-hosted additional information sessions in March 2020 which were open to third-party report vendors.

Supplemental structured data sets will be required for third-party reports with a signature date of September 30, 2020 and later.  Fannie Mae released Multifamily Mortgage Business Lender Letter 20-09 highlighting information regarding this specific deadline.

The Fannie Mae DUS Third-Party Report Standards and Report Specifications Package are available on Fannie Mae’s website under the Multifamily Learning Center’s Learning Library. Access the report standard details using the hyperlinks above.

The Fannie Mae DUS Third-Party Report Specifications Package includes two sets of templates (XSD and Excel) and two sets of sample data files (XML and CSV) for each third-party report. Fannie Mae will, therefore, be able to accept XML data files, CSV data files or a combination of both formats.

Yes. The requirement for the narratives for third-party reports will not change. The new standard data set requirements will simply require the structured data supplements to accompany report narratives.

Yes. The requirements for the site inspection and its corresponding MBA Master Inspection Form will not change.

Yes. Structured data supplements will be required for Streamlined Property Condition Assessments. The technical specifications created for the Base Property Condition Assessment will also work for the Streamlined Property Condition Assessment.

No. The requirements for Zoning and Legal Non-Conforming Uses will not change.

There are two parts to the transmission of third-party report data sets — first, from third-party report vendors to DUS Lenders; and second, from DUS Lenders to Fannie Mae. While each DUS Lender will determine the transmission method it will accept for delivery of data from its third-party report vendors, Fannie Mae will establish the data transmission methods for delivery from DUS Lenders to Fannie Mae. There will be further announcements to DUS Lenders in Q1 2020 regarding the required transmission methods for delivery to Fannie Mae.

We understand that third-party report vendors collect data while on site, conducting the assessments. This data is utilized to create report narratives. We expect the same data to be leveraged in the creation of the structured data supplements in CSV or XML format. No data extraction from narratives is expected, although vendors are free to use this technique if they find it useful in assuring consistency between the report and the data set.

Refer to the Business Glossary on the Fannie Mae DUS Third-Party Report Standards for the data point definition. Free-form text descriptions can be leveraged to provide additional information when appropriate.

Yes, structured data supplements will be required for specialty assets such as Seniors, Students, etc. Additionally, PCA Modules corresponding to specialty assets will continue to be required.

See Years of Construction in the Business Glossary. The data point is defined as, "A free-form text to capture the years the multiple buildings of a property were constructed."

No. For any given property, structured data supplements could be submitted in XML, CSV or a combination of both formats.

For the foreseeable future, Fannie Mae will require that structured data supplements are submitted along with final versions of the third-party reports. This requirement may change in the future.
